HCPC Publishes Revised Guidance on Conduct and Ethics for Students

The Health and Care Professions Council (HCPC) has today published revised Guidance on conduct and ethics for students.

This guidance is based on the Standards of conduct, performance and ethics (SCPE), as these standards apply to both registrants and those applying to be registered. After changes to the SCPE we have reviewed the Guidance for students to ensure that it continues to be fit for purpose, up-to-date and well understood by students, education providers, practice placement providers and others.

Following a public consultation we have made a number of revisions to the guidance, including:

  • Strengthening the requirements for students reporting any concerns about the safety and wellbeing of service users or carers.
  • A new requirement for students to inform an appropriate member of staff at their education provider or practice placement provider if something has gone wrong in any care, treatment or other services they have carried out on or with a service user.
  • New guidance for students to support the development of their knowledge and skills on delegation and to safeguard the safety and wellbeing of service users or carers at all times.
  • Changes to the structure to improve its accessibility. This includes structuring the guidance to correspond to the revised Standards of conduct, performance and ethics.

Michael Guthrie, Director of Policy and Standards, commented:

“Students on HCPC approved programmes are studying to become a professionals in a regulated profession and have certain responsibilities. On their programme students will be expected to meet high standards of conduct and ethics as they are trusted with the public’s health and wellbeing. It is therefore crucial that they understand how our Standards of conduct, performance and ethics apply to them.

“We developed the revised guidance through a range of engagement activities with our stakeholders; and students, academic staff, practice placement educators and supervisors will find this document useful.”
